FOREST CITY, N.C. — The Rutherford County Board of Education held its regular monthly meeting on October 7, 2025, at the Cool Springs Administrative Offices, beginning with a closed session at 5:30 p.m. and opening to the public at 7 p.m. The agenda, obtained by Cops & Congress, outlined a wide range of action and information items, including budget amendments, facility updates, and proposed policy revisions.
The meeting opened with Chairman Phillip Morrow calling the session to order, followed by an invocation from board member Thomas Crawford and participation by Pinnacle Elementary students in both the Pledge of Allegiance and an inspirational presentation.
Among the evening’s recognitions were Laura Dorsey, honored as the district’s 2025 Exceptional Children Educator of Excellence, and the CHASE Middle School 8th Grade Chorus, recognized for their participation in North Carolina Arts in Education Week.

Despite the range of topics and potential fiscal impacts, the board packet containing full documentation—including budgets, contracts, and proposed policy changes—has not been released to the public. A public records request submitted by this reporter last week remains unfilled as of publication time.
Under NC law, public agencies are required to provide access to public records “as promptly as possible.” The unfulfilled request raises questions about transparency, particularly as board members voted on several items of financial and operational significance. It is unclear why it is not posted publicly in advance of the meeting.
The meeting concluded with a report from Superintendent Dr. David Sutton and adjourned with reminders about upcoming events, including the Local Advisory Council Installation Dinner on October 14 and the next Board of Education meeting on November 4.
