I've given up on administrative competence, clarity, and/or transparency with Rutherford County government. God Bless her, but Hazel Haynes just ignores my e-mails.
Ordinance Submission: Nobody in the County administration knows how citizens should submit a finalized (by the citizens) ordinance for a final vote without any changes, or a draft ordinance coming from citizens for discussion and a final vote. And the unprofessional thing is, now that the Clerk of the Commission has been asked the question, she never even offered to find out.
Municode Ordinance Library: This is a nightmare system run by a big vendor serving many counties I'm sure. I've filed complaints against it with the State public contracting agency (NC Dept of Administration (DOA).
The County Code of Ordinances is there, but the most recent version is as of 12/15/2021. Then you read through the 'housekeeping' section that's right there on the screen on the right hand side.
Go to Section 1-4. I've read it over and over. If I'm reading this Section right, it actually lists all of the kinds of ordinances that the Commission can pass, but NOT include in the main County Code of Ordinances document, per a NC State Statute.
When the vendor Municode refused to help me because I am just a taxpayer, I tried to get help from Hazel Haynes. My phone calls weren't answered (unless I use *67), and my e-mails got ignored. Nobody in the County administration will instruct Municode to work with me, or explain why there is no way for taxpayers to see the Ordinances that are NOT included in the main County Code document.
The alternative is to go to the County Annex where Hazel Haynes is supposed to keep hard copies in triplicate. So, doing that is on my list...:)))))))))))
I want to know why we are being dead ended on the actual creation of county regulations and laws.
*Why are we using a vendor that will not provide customer / taxpayer support?
*Why is the listed County Ordinance version so old?
*Why does this county government - who's main job is to maintain the county's laws - so flat out bad at it?
