Board acknowledges heavy caseloads at social services, advances routine appointments, and votes after closed session to waive notice period for manager’s departure

RUTHERFORDTON, N.C. — Rutherford County commissioners opened their Jan. 5 meeting with public warnings from Department of Social Services (DSS) employees who said staffing shortages and heavy caseloads are straining child welfare operations, then moved through a wide-ranging agenda that included budget amendments, board appointments, and a closed-session vote accepting the resignation from Steve Garrison, the county manager, effective February 3rd.
The DSS Board is separate from the county commissioners, it includes Leon Godlock (Chair), David Herndon, Lynn Hoppes, Sydney Pellegrini, and Suzanne Porter.
The Rutherford County Commissioners are Bryan King (Chair), Alan Toney (Vice Chair), Michael Benfield, Hunter Haynes and Donnie Haulk.
Multiple DSS employees used the public comment period to describe caseloads exceeding state standards, long travel hours to supervise placements outside the county, and departures driven by pay disparities and work-life balance. Commissioners later approved routine financial and governance items, recognized a national finance reporting award, and, after returning from closed session, voted to waive a 120-day notice requirement tied to the county manager’s employment agreement.

Appointments approved. Commissioners filled vacancies on the Forest City Board of Planning and Adjustment (ETJ), the Farmland Preservation Advisory Board, designated a chair for the 2026 Board of Equalization and Review, and appointed plat review officers.
Budget amendments pass. Adjustments included carryforward donations for programs such as Shop with a Cop and the Pink Patch Project, seizure-related equipment purchases, AEDs for sheriff’s road patrol, DSS disaster funds, library audiovisual donations, and grants tied to tourism and FEMA-related reimbursements.
Budget calendar set. The board approved a 2026–27 budget calendar outlining departmental submissions, workshops, a May presentation, and a June public hearing ahead of adoption by June 30.
County manager exit accepted. After closed session, commissioners acknowledged receipt of notice to terminate the county manager’s contract without cause and waived the 120-day notice requirement, setting an effective date of Feb. 3.
The meeting paired urgent appeals from front-line child welfare staff with routine governance and fiscal actions, underscoring pressures on public services as the county enters budget season. Commissioners left with calls to examine social services staffing and compensation while also moving forward on appointments, grants, and a leadership transition at the county manager level.
